Babu Owino’s letter to Kakamega DCI raises concern of intimidation

Embakasi East Member of Parliament,Babu Owino , has strongly responded to a summons allegedly issued by officers from the DCI in Kakamega, expressing concern over what he terms as intimidation and misuse of authority.

In a formal letter dated March 17, 2026, addressed to the Regional Director of the DCI Western Region, the legislator claims that junior officers acting under instruction had attempted to summon him to Kakamega for questioning. The summons reportedly relates to his involvement in the recent Linda Mwananchi rally held at Amalemba Grounds and Mbale.

Claims of Intimidation and Political Pressure

In the letter, Owino questions the choice of Kakamega as the venue for the alleged interrogation, suggesting that it is intended to intimidate and blackmail him. He argues that if any legal action is to be pursued, it should be handled in Nairobi unless a specialized court exists in Kakamega.

The MP further links the move to what he describes as broader attempts to suppress the voice of the people, warning against the misuse of state institutions for political ends.

Reference to Legal Framework

Owino also calls on the DCI to consider the implications of the Court of Appeal ruling in Civil Appeal No. 197 of 2020, which addressed provisions within the Computer Misuse and Cyber Crimes Act, 2018. He challenges the investigative authority to clarify how the law applies in his case.

Call for Accountability

Addressing the Regional Director directly, Owino emphasizes the responsibility that comes with holding public office, urging adherence to the rule of law rather than acting as a “conveyor belt” for external pressure.

He further invokes philosophical reflections on power, warning that authority exercised without wisdom can be dangerous. Quoting author Patrick Rothfuss, he notes that while power itself may not be harmful, its misuse can have serious consequences.
